A 2-day regional review and reflection meeting of Community Development Programme (CDP) was organized on 4-6 July 2018 in Nepalgunj with the aims to share achievements, results, learnings as well as to develop an exit plan of the programme.
Addressing the meeting as the Chief Guest Mr. Purusottam Nepal, Joint Secretary of Ministry of Federal Affairs and General Administration (MoFAGA) appreciated to all staffs of CDP and RRN for the effective implementation of the programme and suggested for the close coordination with local governments. He emphasized on the importance of the documentation of approach, best practices and modality of CDP, which is an asset for the further local development process. He also made a presentation on the local governance issues in the context of new federal structure in the following session and shared the key findings of the joint monitoring visit of the national level stakeholders to Achham, Bajhang, Bajura and Dolpa districts.
Mr Govinda Neupane, Local Governance Coordinator of DFID Nepal highlighted on the need of documentation of process and approach of the CDP implementation and effective handover to the local governments for the sustainability of implemented activities. Mr Hari Tamang, Vice-president of RRN appreciated to RRN/CDP staffs for the effective delivery of the programme implementation. Similarly, Mr Gyan Bahadur Adhikari, Executive Director of RRN suggested to CDP team, especially district team to handover the CDP outputs ensuring the sustainably of the programme. Meanwhile Mr. Durga Prasad Khatiwada, CDP Team Leader also instructed to CDP staffs regarding the handover process and effective implementation of remaining programme activities. The program was chaired by Mr Bikash Chaudhari, Regional Coordinator.
During the meeting, a regional compiled achievements and results of the programme was presented by Mr. Bhuvan Chaudhary, Regional M&E Officer. Similarly, district-wise presentations on the achievements, outcomes, best practices and learnings of the programme were also made by the respective District Coordinators. A district-wise thematic photo presentation was also made during the meeting.
In the following sessions, CDP staffs were oriented and discussed various issues such as Value for Money, Result Based Monitoring, MIS, End-line Survey etc. Mr. Bharat Raj Pandey, Finance Manager had oriented on Value for Money (VfM) focusing on the ward office building construction. The result-based reporting system was discussed, which was facilitated by Kamala Oli, M&E Manager and the effectiveness of MIS and its proper utilisation was facilitated by Mr. Drona Koirala, Local Governance Specialist. Similarly, a presentation on the end-line survey was made by Ms. Pooja Singh from Oxford Policy Management (OPM) and Exit plan of CDP was presented by Mr. Kulchandra Dahal, Programme Manager and Hum Bhandari, Sr. Liaison Officer.
The meeting was attended by the district coordinators and thematic officers from 9 districts from Karnali Province and Province No. 7 along with the CDP officials from Programme Management Unit (PMU) and Regional Office Nepalgunj.
